States, Legislation and Institutions

The exact priorities, pathways, and detailed work-plan of the TWG responsible for Theme 1 will be defined by the Group itself and will follow the general scheme outlined under 6.1. However it is reasonable to foresee that it will centre on the study of states, approaches to their development and history, political forms, monarchies, empires and republics; it deals with the development of legal systems and practices, observing the formation of Roman law, its development, expansion, reception; with Common Law in the continental sense, and in the UK sense, as law based on judicial precedent; it will deal with unifying forms such as codification and transversal forms, such as merchant law and equity law; it will consider legal practitioners and their cultures, organisation of jurisdictions and administrations; typologies of administration; administrative personnel and culture; it will consider the development of parliamentary and presidential democracies and federalism. It will give special attention to citizenship.
